USTDA Expands Global Procurement Initiative to Romania

BUCHAREST, Romania – Today, the U.S. Trade and
Development Agency signed a Memorandum of
Understanding (MOU) with the Romanian Prime
Minister’s Chancellery, adding another country
partnership under the Agency’s Global
Procurement Initiative: Understanding Best
Value (GPI). Under the MOU, USTDA is providing
training to over 50 Romanian officials on
obtaining best value and incorporating life
cycle cost analysis in public procurement
processes through a three-day workshop taught
by George Washington University Law School’s
Government Procurement Law Program.
“As part of the intense collaboration with the
U.S. Embassy in Bucharest that made it
possible, this event under the Global
Procurement Initiative of USTDA comes at the
right moment given the current Romanian efforts
in public procurement reform, which entails the
redesigning of the legislative and
institutional frameworks and elaborating a
national strategy in public procurement,” said
Secretary of State of the Chancellery, Mr. Radu
Puchiu, who signed the MOU along with the
Chargé d’Affaires for the U.S. Embassy
Bucharest, Mr. Dean Thompson. “The experience
and expertise brought by USTDA and George
Washington University are important for
improving the skills of Romanian specialists in
better implementing the best value approach in
public procurement. We look forward to
continuing our joint efforts.”
The signing ceremony was presided over by
Romanian Minister of Public Finance Eugen
Orlando Teodorovici, whose Ministry supervises
the newly created National Authority for Public
Procurement. The GPI workshop will support the
Romanian government’s goal of building the
capacity of procurement staff and demonstrating
positive results in public procurement.
USTDA’s partnership with Romania complements
the Agency’s efforts to level the playing field
for U.S. companies competing in international
tenders.
